Terms and Conditions – JL23 Online Gaming Philippines

One Account Per Person

Every jl23 member is allowed one account only. Duplicate accounts — whether created with different email addresses, phone numbers, or payment details — violate these terms. Duplicate accounts may be suspended and balances withheld pending investigation.

All Transactions in Philippine Peso

JL23 operates exclusively in Philippine Peso (₱). All deposits, bets, winings, bonuses, and withdrawals are denominated in PHP. No currency conversion is applied, meaning what you deposit and win is always clearly stated in pesos.

Fair Play is Mandatory

Use of bots, scripts, arbitrage software, or any method designed to exploit system errors or gain an unfair advantage is strictly prohibited on jl23. We monitor for irregular activity and reserve the right to suspend accounts and void winnings derived from such behaviour.

Bonuses Come With Terms

Account Security is Your Responsibility

1Acceptance of Terms

Welcome to jl23. These Terms and Conditions apply to all users of the jl23 platform, including the website at jl23.best, any associated mobile applications, and all services offered through those channels. By accessing jl23 in any capacity — whether browsing, registering, depositing, or placing a bet — you agree to be bound by these terms.

If you do not agree with any part of these Terms and Conditions, you must stop using jl23 immediately. Your continued use of the platform following any update to these terms constitutes acceptance of the revised version. JL23 reserves the right to update these terms at any time, and members will be notified of material changes via their registered email address or through a notice on the platform.

These terms should be read alongside our Privacy Policy and Responsible Gaming Policy, both of which form part of the overall agreement between jl23 and its members.

2Eligibility

To register and use jl23, you must satisfy all of the following requirements at the time of registration and throughout your use of the platform:

  • You must be at least 21 years of age. JL23 does not permit any person under the age of 21 to hold an account or place bets.
  • You must be physically located in the Philippines or a jurisdiction where online gaming through jl23 is not prohibited by local law.
  • You must not be registered as a self-excluded player on any gaming platform or national self-exclusion registry.
  • You must not be an employee, contractor, or immediate family member of a jl23 employee, partner, or affiliate in a capacity that creates a conflict of interest.
  • You must have the legal capacity to enter into binding agreements under Philippine law.

JL23 reserves the right to request identity verification documents at any time to confirm eligibility. Failure to provide acceptable documents within the requested timeframe may result in account suspension and withdrawal holds.

3Account Registration

Each individual may hold onlyone jl23 account. Creating multiple accounts — using different personal details, email addresses, phone numbers, or payment methods — is strictly prohibited and will result in all associated accounts being closed. Any balances in duplicate accounts may be forfeited.

When registering with jl23, you agree to provide accurate, current, and complete information including your full legal name, date of birth, mobile number, and valid email address. You are responsible for keeping this information up to date at all times.

You are solely responsible for maintaining the confidentiality of your jl23 password and one-time passwords (OTPs). JL23 will never request your password via any channel — if anyone claiming to be jl23 support asks for your password, treat it as fraud and report it immediately to our support team.

Note: All activity conducted through your jl23 account will be treated as authorised unless you report unauthorised access to jl23 support immediately after becoming aware of it. JL23 cannot be held liable for losses arising from failure to secure your login credentials.

4Deposits and Withdrawals

All financial transactions on jl23 are conducted in Philippine Peso (₱ / PHP). Accepted deposit methods include GCash, Maya, GrabPay, Coins.ph, InstaPay/PESONet bank transfer, BDO/BPI/UnionBank online banking, and Visa/Mastercard debit or credit cards.

The minimum deposit amount is ₱100. Deposits made via GCash and Maya are typically credited to your jl23 account within minutes of confirmation. Bank transfer deposits via InstaPay may take up to one business hour depending on your bank's processing schedule.

Withdrawal requests are processed subject to the following conditions:

  • Your identity must be verified before any withdrawal is processed. JL23 may request a government-issued ID (e.g., PhilSys, passport, driver's licence) as part of the KYC (Know Your Customer) process.
  • Withdrawals must be made to an account or e-wallet registered under the same name as your jl23 account. Third-party withdrawals are not permitted under any circumstances.
  • Any active bonus funds must have their wagering requirements fully met before withdrawal of related winings is permitted.
  • JL23 reserves the right to delay or refuse a withdrawal if there is reasonable suspicion of fraud, money laundering, or a breach of these terms.

JL23 does not charge transaction fees on deposits or withdrawals, though your bank or e-wallet provider may apply their own charges independently.

5Betting Rules

All bets placed on jl23 are subject to the specific rules applicable to each game or sport. It is your responsibility to review the relevant rules before placing any wager. General betting conditions applicable across all jl23 products include the following:

  • The minimum bet across all jl23 sports and casino products is ₱100 per selection.
  • Once a bet is confirmed and accepted by the jl23 system, it cannot be cancelled or amended by the member.
  • JL23 reserves the right to void any bet that was accepted due to a system error, obvious pricing mistake, or corrupted odds feed.
  • For sports betting: if a match is postponed or cancelled and does not resume within 24 hours of the scheduled start time, all bets on that event will be voided and stakes returned.
  • For live in-play betting: bets placed after the actual event outcome has been determined due to a delay in the live feed will be voided.
  • Casino game results are determined by certified random number generators (RNGs) and are independently audited for fairness. RNG certification details are available on request.

JL23 reserves the right to limit bet amounts on any market at its discretion, particularly for professional or high-volume bettors. Any winings derived from exploiting system errors will be voided regardless of whether the member was aware of the error.

6Bonuses and Promotions

JL23 offers various promotions to both new and existing members. All bonuses are subject to the specific terms attached to each individual offer, which are published on the Promotions page. General bonus terms applicable to all jl23 offers include:

  • Bonus funds are separate from real money funds in your account. Real money is wagered first; bonus funds are used only after your real money balance reaches zero.
  • Each bonus carries a wagering requirement (also called rollover). This is the number of times you must wager the bonus amount before the remaining balance becomes withdrawable.
  • Bonuses have an expiry date. Any unplayed bonus funds or associated winnings not withdrawn before the expiry date will be removed from the account automatically.
  • Only one welcome bonus per household, IP address, and payment method is permitted.
  • JL23 reserves the right to modify, suspend, or cancel any promotion at any time, including removing bonus funds from accounts where abuse is suspected.
Promotion abuse: Coordinated bonus abuse — including through multiple accounts, syndicate play, or any strategy designed to guarantee a profit from bonus funds regardless of outcome — is a breach of these terms and will result in account closure.

7Prohibited Conduct

The following activities are expressly prohibited on jl23. Engaging in any of them may result in immediate account suspension, forfeiture of balance, and reporting to relevant Philippine authorities where applicable:

  • Using automated bots, scripts, or artificial intelligence tools to place bets or interact with the platform.
  • Exploiting software bugs, glitches, or pricing errors to gain an unfair advantage.
  • Engaging in match-fixing, insider betting, or any conduct that compromises the integrity of a sporting event.
  • Using jl23 for money laundering or any activity that conceals the source of funds.
  • Creating accounts using false identity information or impersonating another person.
  • Sharing account credentials with another person or allowing third party to operate your account.
  • Attempting to reverse-engineer, decompile, or otherwise tamper with any part of the jl23 platform.
  • Harassment, threatening language, or abusive behaviour toward jl23 staff or other members via any communication channel.

8Responsible Gaming

JL23 takes its responsible gaming obligations seriously. We provide tools that allow members to manage their gambling activity in a healthy and controlled manner. These tools include deposit limits (daily, weekly, and monthly), session time reminders, cooling-off periods, and full self-exclusion.

Self-exclusion requests take effect immediately upon confirmation and cannot be reversed during the exclusion period. JL23 will make every reasonable effort to prevent excluded players from accessing the platform during their exclusion period.

9Privacy and Data Protection

JL23 collects and processes personal data in accordance with the Philippine Data Privacy Act of 2012 (Republic Act No. 10173). By registering with jl23, you consent to the collection, storage, and use of your personal information as described in the jl23 Privacy Policy.

Your personal data is used to verify your identity, process transactions, fulfil regulatory obligations, personalise your jl23 experience, and communicate platform updates and promotions. JL23 does not sell or rent your personal data to third parties for their independent marketing purposes.

10Intellectual Property

All content on the jl23 platform — including but not limited to logos, graphics, game designs, software, text, and promotional materials — is the intellectual property of JL23 or its licensed content providers and is protected under applicable Philippine and international intellectual property laws.

Members are granted a limited, non-exclusive, non-transferable licence to access and use jl23 for personal, non-commercial purposes only. You may not reproduce, copy, distribute, modify, or create derivative works from any jl23 content without prior written permission from jl23.

11Limitation of Liability

To the fullest extent permitted under applicable Philippine law, jl23 shall not be liable for any indirect, incidental, consequential, or special damages arising from your use of — or inability to use — the jl23 platform, including but not limited to losses from delayed transactions, system downtime, or data errors.

JL23 does not guarantee uninterrupted access to the platform and may take the service offline for maintenance, upgrades, or emergency repairs without advance notice. JL23 will not be liable for losses incurred due to such downtime.

Nothing in these Terms and Conditions excludes liability for fraud, gross negligence, or any liability that cannot be excluded under mandatory Philippine consumer protection law.

12Account Suspension and Closure

JL23 reserves the right to suspend, restrict, or permanently close any account at any time and without prior notice if there is reasonable cause to believe that a member has violated these Terms and Conditions, engaged in fraudulent activity, or poses a risk to the integrity of the platform.

Upon account closure due to a breach of these terms, jl23 may withold the account balance pending investigation. If fraud, money laundering, or other criminal activity is confirmed, funds may be permanently forfeited and the matter referred to the appropriate Philippine authorities.

Members who wish to voluntarily close their account in good standing may contact jl23 support. Pending withdrawals and confirmed winings will be processed before the account is closed.

13Changes to These Terms

JL23 may update these Terms and Conditions from time to reflect changes in regulation, platform features, or business operations. When material changes are made, jl23 will notify members via their registered email address and/or display a prominent notice on the platform at least 7 days before the changes take effect.

Your continued use of jl23 after the effective date of any revised terms constitutes your acceptance of the updated version. If you do not agree to the revised terms, you should stop using jl23 and may request account closure through our support channels.

14Governing Law and Dispute Resolution

These Terms and Conditions are governed by and construed in accordance with the laws of the Republic of the Philippines. Any dispute arising from or in connection with your use of jl23 that cannot be resolved through direct negotiation with jl23 support shall be referred to the appropriate regulatory authority or submitted to the courts of competent jurisdiction in the Philippines.

JL23 is committed to resolving member disputes fairly and promptly. In the first instance, please contact jl23 support with full details of your concern. We will aim to provide a resolution within 72 hours for standard disputes and within 14 days for complex cases.
